Noba Danchi / Noba Housing revitalization plans (Yokohama)

Noba Danchi and Noba Housing (jutaku) are two housing complexes built in the 1970s and clustered together on a hill in Yokohama. Specifically they are:

Noba Housing (Noba Jutaku) 野庭住宅
Noba Danchi 野庭団地

From what I can tell, the two groups of buildings are administered by at least two agencies:

横浜市住宅供給公社 (Yokohama City Housing Development Public Corporation, aka Yokohama JKK)
横浜市営住宅 (Yokohama Municipal Housing)

The following article, 高齢化する団地、「地域の一員として再生」 (Aging housing complex, “revitalized as a member of the community”) describes the typical story of a once thriving large danchi area that has become less vibrant due to aging and depopulation. It’s a story written countless times across the Tokyo area and Japan. The following sentences in the article are typical of this type of story:

高度経済成長期、横浜市内には多くの大規模な公営住宅や団地が建てられた。During the period of high economic growth, many large-scale public housing and housing complexes were built in Yokohama.
竣工からおよそ50年が経過し、建物の老朽化や住民の高齢化が進んでいる。 Approximately 50 years have passed since its completion, and the building is aging and the residents are aging.
